While visiting in the North East I saw these same type of boxcars parked in a small train yard under the NJ Turnpike at the Vince Lombardi Service Area. I could not get close enough for a photo -there was no access to the yard from the service area. I hope they are only fresh produce carriers.
If you look from Google Earth you can see large double decker rail cars but they are typical with rounded aluminum coverings. The cars had three levels with the same windows.

What is interesting is there are so many 'similar conditions' as before WWII, at least in Russia (based on history) and nobody believed in that back in 1930's (that's when certain places for Russian people were build - camps) and the signs that were directing to the beginning of war and now is the same stuff. There are some bits and peaces all over the world and anybody who has a deductive mind can see it.

While ive never actually seen that type of boxcar before - I am confident they are actually for Cars.
Keep in mind the doors are on the Ends, not the sides (so the cars can drive down a ramp). And they are also 2 story tall - quite tall for a boxcar, which wouldn't be that useful for a prison transport.
I guess these are designed to be projectile resistant so if people throw rocks or shoot guns at them the cars are less likely to get damaged. All the ones ive seen before would repel rocks but a bullet or pellet could get through the holes.
If you see weird cage looking things on the back of a Semi Truck however - look out. That, if anything, would be the ideal carrier for prisoners. Because running semi trucks in a line would allow for greater security in case prisoners got out of one of them.
However since there isn't going to be a harmful martial law... this is basically a fantasy.
That's a lot of cars being ferried around.
