All patients must fill in a form declaring if they drink alcohol, take drugs, smoke or eat meat and if they do then they should be told to go to Rehabilitation centres which you should have maybe close to hospitals throughout the world and they should have a medical team at the rehabilitation centres and carers who treat them from their bad habits and addictions. They should also be charged for treatment as it's something they have brought it on themselves. 

YOU ARE EITHER PART OF THE SOLUTION OR PART OF THE PROBLEM ...THOSE WHO DRINK ALCOHOL, SMOKE, TAKE DRUGS AND EAT DEAD ANIMALS FLESH ARE PART OF THE PROBLEM....SO THEY NEED TO SHAPE UP OR SHIP OUT 

A large percentage of people should not be in hospitals but rehabilitation centres for they need to cure themselves from their bad habits and addictions otherwise they will keep coming to hospitals, medical centres and doctors surgeries . 

Another point is doctors will put them on medication that will give them side-effects thus worsening their condition.

The real treatment they need is in rehabilitation centres
