I believe it was the box cutters who did it.
I think Dick Cheney used telepathic mind control over Mohammed Atta combined with inspirational help from his alliance with fallen angels who promised Cheney a heart, promised Condolisa Rice some courage, and promised George W. Bush a brain. Note that W. was reportedly reading "My Pet Goat" at the time the jets hit WTC #1 and #2, so maybe this was a start toward fulfillment of this promise with the fallen angels.
