Those who abused power were put under lasers and life experiences stored in their 'memory bank' were removed and the person had to start all over again concerning growth/enlightenment.

THE TEMPLE OF THE DOLPHINS
We begin this passage by discussing a building that
existed in Atlantis, which was known as the Temple of
the Dolphins. The name for this structure was symbolic.
The dolphin, for eons of time, has represented the
highest evolutionary stage of the mammal that exists in
the water yet breaths the air. This Temple was,
therefore, a Temple for the wise. Its structure was not
unusual in shape, being rectangular. However, the
interior was arranged with seats in a circular fashion,
with what you refer to as a dais. There was a long table
for the highest Elders and Priests, the ranking officials
of Atlantis.
You might compare this building to the College of
Cardinals in the Catholic religion today, for only those
who were Elders and Priests were allowed admittance.
It served as a tribunal, a court of law. This may seem
rather strange, perhaps even unspiritual, but when a
citizen of Atlantis misused his abilities and powers, he
was brought into the Temple of the Dolphins for
justification of his actions.
The Elders and priests sat to decide on what course
of action to take if one’s explanations were not
acceptable. In the most severe cases of abuse, levels of
development were removed from the energy bank of
one’s mind through the use of the crystal lasers. This
was done to allow one to experience certain stages of
growth over again, to learn them in the proper fashion.
This may seem like judgment to you and perhaps by
your standards it was. But these were the laws of
Atlantis.
In a more positive vein, those whom we have
referred to as “mutants”—who, through the course of
their actions, were deemed to be rewarded with
advancement—were also brought to the Temple. Under
special treatment, their evolutionary development was
advanced while still in physical form. It was impossible
to alter their physical structure but it was taken care of
in their following incarnations. This, then, was the “Hall
of Justice.”
