That would require both, active and conscious participation on society, disregarding discrepancies towards sometimes absolutist perspectives.
Overall humankind is still in process of awakening. Still, it's difficulty to see within most human beings, the active consciousness that is commonly shared between us in more advanced star systems. No government, but sovereign societies, mature consciousness aiming towards a common goal, driven by unconditional well being, globally.
Human development. The component of Life is Key. Realization of unconditional love.
Selfish campaigns have taken its toll on our current state of being, making it so that certain elements within humanity are incapacitated of making their decision. Due to lesser life conditions, poverty. Still, the overall education system is blind.
The conscious frame is still murky here, frequency is low, which means that some people is still making decision from survival, fearful instincts. Overall, relying responsibilities upon others, which may or may not represent society's best interests.
I don't participate myself in politics, it's not correct, still immature souls.
It lacks heart intelligence. The entire system is faulty despite some positive elements within the same, striving towards better conditions.
