How in the world can someone be doing major crimes for 20 years and not be stopped?

The "Globalists" had to know about this but since us humanity demanded to be heard I assume "They"the U.S Military are taking action onto trying to bring him to justice.I don't know but The system of U.S or humanity are evolving.What do you think?
