So the higher sources much more connected to the Divine within and fully respecting the Divinity in all living entities decided that to raise their consciousness a bit let them worship deities, photos and holy books so as to keep some goodness in the beings better then no worship at all.
Those who have realised the truths do not worship deities, photos and holy books but are situated in a transdental mode of self realization knowing the Divinity is within them and all that exists ..so they have no need to worship deities, photos and holy books although they respect knowing the reason why most are fallen into worshipping deities, photos and holy books ..knowing their consciousness has fallen to low level in the age of Kali.
There are a few who will reawaken the higher consciousness of many so like in the golden age beings will be self-realized so they worship the Divinity within and respect the Divinity in all living entities. ...thus the golden age is established once more.
