No, as a matter of fact, FDR did not serve a full 4 terms though he was elected to 4. He transitioned (died) on April 12, 1945, only 5 months after he was re-elected. On February 27, 1951, the 22nd Amendment to the Constitution was passed by Congress forbidding a President to serve more than 2 terms. I know, Pet Rock that you would like to see Obama elected to a 3rd term so that you can continue to rail against him, but if the 22nd Amendment were to be repealed and if Obama were to serve a third term it would be (1) because of his participation in the Disclosure Process which (2) would free up many forms of new energy sources that would indeed enhance the economy, as well as cut down on pollution.
