The signal wasn't hi-jacked. It was just supressed by a more powerful signal on the same frequency.
Anyone can do this, but you need to use a mobile transmitter and be on the move all the time or the military will track you down in less than 5 minutes. I have friends who did the same to swedish radio stations some 20 years ago, where they superinmposed their own messages on top of radio broadcasts. ;)
It's a good way to get messages out tho, and I salute the one who did it in that vid. :)
