  Its up to the food health & safety standards authority department act and for them to do their job in vetting restaurants and give their statutory authority grading of each cafe, restaurant,take-a-way food business accordingly, A being the highest grade, the Code given to each is enforced by state and territory departments, agencies and local councils. Food safety is ensured in various ways, through the application of codes of practice (COPs), Hazard Analysis and Critical Control Point (HACCP) systems, and good operating practices (GOP)...the customers have a right to complain to the authority if they feel standards have been dropped since coding being issued... they have no right however to go behind the counter to help themselves or anything like that as thats considered as clear trespassing and a breach of the consumers institute act & the business holders rights by law. I dont know what country you live in but there are laws set up around such things.
