  If this sprit life forms is a evolution state in andromeda, then this civilization is what they are struggling to call it 'type 4 civilization'. They opt to say 'they are capable of some yet unknown physics'. It is such civilization that is capable of instantaneous interstellar travel.☺

  I think we should reincarnate here come 2.5 billion years for the purposes of just experiencing this andromeda-milky way collision. The galaxy will be like a spaceship bringing the andromedans. I will be in andromeda ☺
  
  But I think 'collision' is a misnomer. What will happen will be a mearger into a bigger galaxy.
  
  Btw might some type 3 or type 4 civilization manipulate this?😉

  When I use 'andromeda', I always mean 'the galaxy'. Are there 'starseeds' from the galaxy rather than the star system?

  Amongst other things, humans must tackle hunger, eradicate wars, solve housing problems etc to move to a type one civilization. If we remain in type zero, we may extinct at some not too distant future!

  Btw only a type 2 civilization
  (Those with a Dyson Sphere )can manipulate weather. Currently humans are a type zero civilization!! But you guys often far overestimate humans, making them seem like a type 2 civilization!!!

  That Wikipedia article did tell you that there is no conclusive evidence that such a thing can happen.
  
  But it is needless to say. To understand rain compare regions that rain with those that doesn't. You see Sahara desert, namid, Kalahari, Arabian etc. They are all just to the south and to the north of equator. This is because the sun heats the equator and causes a strong wind to blow towards equator. All this means that a powerfull wind, not 'seeding' takes away or bring clouds. This is powered by the sun itself. No human effort can out power this!

  Do you guys think that there is a technology that can cool the whole texas to -18¤c? Remember they were struggling to cool just 40 atoms to form Bose Einstein Condensate!
