Kalestra is a leading member of the Shiratar clan, which is one of the six Sirian clans...Remember, it's the Lyran clan model, so unlike the Pleiadians, who have twelve clans and the Eta Herculeans, who have eight....
Most have the Lyran/Sirian model, of six, or the Andromedan/Pleiadian model , of twelve, including the future Solarians...(Based upon the current inner worlds; Agarthan/Martian/Venusian.)
The Sirians have six clans, defined as follows:
Atar - Spirit Warriors
Shiratar - Administrators
Pukmanya - Scientists
Shikda - Life Study Scientists
Dubasnakya - Engineers

So Kalestra, in her capacity as one of the Administrators, sits for Sirius B, on the Main Federation Council, Vega star system...A planet known as Deron is the actual location...This is known as the origin world...
So yes, only Shiratars represent star nations on the main and regional council...Other clans may be invited for specialist consultations, though...
The Lady Kalestra is of a very high light quotient, which we call "banstrut grade," which is the 8th cosmic degree...Most members allocated to the Main Federation Council are of this degree, or the "srut grade" below it....
And as mentioned, the Council of Nine are all upon the 9th and highest degree, which we call "arahat athersata." Anything higher and the bodily form is no longer used or needed...
And yes, they do have GFL cadet programs for training purposes....Once ascended, these programs will assist all in chosing their most appropriate skillsets and ultimate clan memberships...It's at the sixth degree decision grade, that this is consolidated...But before this, training will be offered which may indeed lead to command roles, within the GFL fleet...You may even get to meet Supreme Fleet Commander Atura, himself...

Hadar is Beta Centauri, which has a primary water world, which they name Aggecka...a name of Lyran language origins, meaning "sword".....They are not GFL members, but associates...
Beta Centauri is also furnished with the name Agena and is a poetic reflection of their singular planet..surrounded by gas giants..They are advanced, but have a society based upon royal hierarchy, rather than clans...

The Sirian protective suit, used for underwater exploration, is the "veleto." Like the fall of the old USSR, leading to the Eastern, or Soviet block, falling, the West will also fall, when the USA Corporation falls....So Trump is integral to all this and when America restores it's true republic and destroys the Fed, the possibilities for change are made manifest, for the entire west and the world, too...
