They are Chinese lanterns, they display the typical characteristics of these 'flickering and eventually fading suddenly' and can travel quite a distance before going out.
At least its a good video, not the usual jumping all over and going out of focus rubbish.
The relation been that in 1897 they were most likely ''CHINESE'' lanterns brought over by the chinese.These lanterns are becoming a hindrance to the UFO society as in they are making a resurgence in western culture. People are calling them in crying ''ufo'' and it is hurting other credible reports.

Most likely originating over chinatown or whatever equivalent designated Asian zone was in the city at that time.

I would LOVE for them to be UFO's but they are simply ''Chinese Lanterns''. Please google that term. I see them in my town all the time.. Either 2 or 3 or up to 50 and its completely awe inspiring. They can be bought for a few bucks at any discount store. People are using them more and more for every occasion be it a birthday party, engagment , wedding or just for novelty.
