Power outage

Does anyone have contacts or knowledge about what to do in case of a heavy power outage?

 

For example, when there is no more power supply, how to communicate? A (CB) radio or worldreceiver would be nice. Also a receiver that works on either batteries or hand-charger. What else can I look into?
