I think if Ringo really did say this it would be everywhere. The paparazzi would be all over it. I have not heard this from any other source. If I see Ringo on TV saying this then I would believe until then its just a silly made up story.
Unlikely, but at least it's not another fake clone claim........Consider this logic, by replacing a talented muscian with a stand in, the world post 1966 audience was awarded with the classic Beatles and later, Wings, masterpieces of popular music......
So what he is suggesting is that Paul's "replacement" was a better muscian and created popular music of comparable, and maybe superior calibre...??
Does this account for the massive style change between the music created by the Beatles in 1963-65 and some of the better stuff in the later 1960s into the 70s.....??
