Relationships between countries can really get hammered under eclipse events, and this is especially true since Venus (which rules relationships) is very close to this eclipse. Also note that there may be relationship tension involving the U.S. and / or Canada (with other countries) since these two countries get most of the eclipse energy with Venus near this eclipse.

Canadian Prime Minister Stephen Harper has vowed to strengthen the nation’s terror laws one day after a gunman rampaged through parliament.
The leader said plans would be expedited to give more powers to surveillance and security agencies.
On Wednesday, a reported Muslim convert shot a soldier at an Ottawa war memorial before attacking parliament.
He was killed by Sergeant-at-Arms Kevin Vickers, who was greeted to a standing ovation on Thursday for his efforts.
It was the second attack on Canada’s military in three days.
Standing to address the MPs to warm applause, Prime Minister Stephen Harper’s first words were: “I know we will always stand together.”
The objective of the attacks was to instil fear and panic in Canada, he said.
But he vowed to expedite security measures to toughen powers of surveillance and detention.
“They need to be much strengthened, and I assure you, Mr Speaker, that work which is already under way will be expedited,” Mr Harper said.
“We will be vigilant, but we will not run scared. We will be prudent, but we will not panic,” he added.
On Monday, another soldier was killed in a hit-and-run in the province of Quebec.
Mr Harper described the perpetrator, who was shot dead, as an “ISIL-inspired terrorist”.
Canada recently announced plans to join the US-led campaign of air strikes against Islamic State militants in Iraq but no link to IS or the new military campaign has been confirmed by police investigating the latest attack.
Here's my prediction regarding Israel:
Israel has been laying low and was having good transits via Jupiter transiting in the tenth house. The problem with eclipses near the Ascendant is that it does define tension in the environment, and with Venus nearby, such tension may involve relationships. Scorpio is the night sign of detriment for Venus, and Venus traditionally does not operate well in Scorpio on a mundane basis.
This may (at best) define some sort of noteworthy protest against Israel, or a possible major disagreement on how Israel conducts its business and affairs. At worst, it can define a noted murder or slaughter taking place at the behest of Israel's government, or a really intense military offensive (or defensive) action.

Prime Minister Netanyahu orders security increase in Jerusalem
Following intelligence received by the Jerusalem District Police of plans by young Arabs to disturb the peace at the end of prayers on the Temple Mount, district commander Major General Moshe Edri decided to restrict entry to the Temple Mount for Friday prayers.
Large numbers of security forces are present Friday morning in the Old City and around Jerusalem pressure points such as Issawiya, French Hill and Silwan. The entrance to the Temple Mount is being restricted to male worshipers aged 40 or over, and women of all ages.
Thursday night an Israel police spokesperson said, "The police will operate decisively and show zero tolerance to anyone who tries to break the peace."
He also said that, "new intelligence gathering facilities including small surveillance balloons are being deployed. He called the buildup a "strategic decision" connected to the overall situation, not a response to Wednesday's killing of the 3 month-old baby in the Ammunition Hill light rail stop attack.
Jerusalem Mayor Nir Barkat has been reported as saying that the violence has become intolerable, and he has vowed to restore order.
