I wouldn't be surprised if this cloud was a HAARP creation used for weather modification; central Texas is currently experiencing one of the worst droughts ever (we have Willie Nelson on TV now asking central Texans to be conservative with water use). This is assuming that one suspects HAARP is used for weather modification, as Jesse Ventura speculated such.
The U.S. federal government HATES Texas, because Texas became a U.S. state with the contracted provision that it can go back to being an independent republic if it doesn't like the way the U.S. government behaves (and this is why Texas is called "the lone star state"). Also note that Texas became independent from Mexico as a result of a conflict between settlers (which included independent Mexican farmers in Texas) and a Mexican government because that government tried to take away weapons from these settlers so it could grab land without breaking a sweat. This is why Texans do not like gun control laws; it has nothing to do with the length of one's penis.
