Before delivering a testimony in which he condemned the Pentagon for “treating us like children” with its level of over-classification, Substack publication 'Public' author Michael Shellenberger provided Congress with a 12-page report which describes an unacknowledged special access government program known as 'Immaculate Constellation.'
