  Those are good questions. Actually, according to me, when you begin to question the universality of the so called 'laws of physics' even as applied within this very same, visible realm, is when you begin to try to understand those so called 'laws'. Why is speed of light a constant? Why isn't the speed of sound a constant though both are waves?
  
  Believe it or not, light wave and sound wave must, at some level work in similar way. The latter is in 'luminiferous aether'. Now we have no reason to believe there is only one 'luminiferous aether'. The 'density' of aether is what determines the speed of light, hence the 'laws of physics' in that aether. So yes, the 'laws' will differ in different densities if this 'density' is like the 'density' of air in how it affects the speed of sound.

  Do the laws of physics vary in the 7 Densities, even though the same atoms are used in all 7 Densities? Beyond 7th Density are the realms of pure Light-no atoms to create the universes?

  Let me begin by warming the floor with something for you guys to ponder.😉
  
  I have been asking myself this question: what if light bounces off empty space, what will you see?
  
  All right, depending on how the light might be modified in the process, you might think you are seeing a mirror before you, a glass, some water and even every other obaque object.
  
  So goes the idea that 'seeing' proves that an object exist, if, like they do in modern physics, think that an entirely empty space can affect physical objects. (They remove luminiferous aether and arrived at inconsistent ontologies).
  
  Now what if you were trapped inside a black hole? Since all light from within the 'hole' eventually boomerangs back, you might be led to believe that there is a mirror that surrounds black holes at the event horizon. Your hypothesis will be 'proven' by the fact that you can never escape from a black hole. According to your theory, you are always brought back by an elastic 'mirror' that you begin to hit it at the event horizon!
  
  So goes the belief that there is ever only a single theory of physics that can correctly account for all observed phenomena!
