When a planet reaches a stage in their growth that they no longer are a danger to other civilizations they share the knowledge of how space travel is achieved.
Many times when an actual off world ship is sighted at one location and suddenly disappears and appears at a very distant area of space it is not that the ship moved in a linear manner at a tremendous speed but the ship went up into a higher vibratory frequency and returned back to a sighted view at another location.
