The higher they are the lower they will fall and it will hurt more to fall from the top right to the bottom.
Agreed the population of a planet must be kept in check as everything must be in moderation ..not to much nor not to little . Planet Earth at the moment is Overpopulated and the way forward is to allow 2 Kids per couple one girl and one boy ...and after some years the population will come under controlled level and balance out .. taking into consideration that there are some who don't want any children for various reasons so taking this into consideration their percentage will help in balancing the population on Planet Earth
