  I think he was in charge of the sanitation department, which means that the only aliens he got to see back then were the "mutants" bred from poop and bacteria, that crawled out of the sewers from time to time. Perhaps those aliens weren't as interesting to report on as dr Greed's fantasy-children and the stories he've been fed (brainwashed) with for about 10 years before he decided (were ordered to) go public with that information (fiction). ;)

  Oh no, not that cook again.. ;)

  You know, that "minister" only got to know all he knows after he had read a book about it AND spent a lot of time with Greer. Before that he had NOTHING at all to do with aliens.

  It's funny how they use titles likes "minister" to validate things that originally came from nobodies unable to make way through honest channels so they have to cheat their way into public consciousness. ;)
